Sheff Wed Faces Serious Challenges, States Independent Regulator

'Our role is integral to football's future' - football oversight chief David Kogan

Sheffield Wednesday's ongoing struggles represent a a "major concern" and the independent regulator is aiming to acquire authority to investigate clubs in such situations, the recently named head the regulator has declared.

Through a comprehensive talk, the regulator, who was recently selected, voiced concern towards Wednesday's fanbase.

The chairman convened with four supporters' associations representing the Championship side in recent days.

The football club have been struggling on and off the field in the current year, with the club missing wage payments on five separate occasions, including in the autumn.

"Obviously the club has become a serious issue for football authorities and a substantial concern for English football," the chairman stated.

"Sheffield Wednesday is one of the iconic names for English football and recently we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will allow us to have the club and similar situations submitted for our review if they warrant scrutiny and addressed."

Monetary Issues and Ownership Situation

The team's struggling chairman the Thai businessman stated during the off-season he would be prepared to relinquish control at Hillsborough, but he has been unable to finalize an agreement with potential new owners.

Missed wage deadlines on time in spring months led to sanctions by the football authorities in mid-year, blocking the team from conducting any transfers or loans for the following recruitment periods, although those limitations were removed in the end of the transfer window.

Official's Viewpoint

The chairman stated: "The job [of the regulator] is there for the fans of Sheffield Wednesday, other clubs in similar situations where supporters are loyal to a local institution that has existed throughout their lifetimes in many cases.

"I have absolute sympathy for the club's situation, as I do for every team that in modern times have encountered failure, or approached financial ruin, for factors unrelated to the followers."

When asked if the regulator could force an chairman to relinquish a club if they are considered unfit, the regulator answered: "If your question is 'would we intervene in the final instance?', the reply is once we gather the evidence and know what's going on, we will."

But Kogan stressed that compelling proprietors to divest clubs would be viewed as the ultimate measure and the regulator would prefer to cooperate with proprietors.

"The last thing what we want to do is commence engagement with an individual club, an specific proprietor, without having the opportunity to collaborate with that chairman to fix the challenges confronting the team and the chairman's encountering," the chairman stated.

"In actuality, when you look back over the history of football, over the past few decades there have been some owners, not many, but particular people who have shown negligence in the manner they have operated their teams and eventually don't wish to take responsibility for the long-term prospects."

'Mistakes could erase significant advances'

Kogan met with delegates from multiple organizations to explain the responsibilities of the authority recently and maintained it represented a "proactive meeting" with a "significant participation" from the National League to the Premier League.

"The role holds considerable importance, because if errors are made, if the world of football gets it wrong, the significant advances achieved could disappear swiftly," Kogan said.

"And that's what nobody wants in the context of the English game is a major achievement - we need to continue the progress.

"There's an enormous amount of money entering the sport and has come into football for the last 20 or 25 years, because there are no assurances it will persist in entering the game, which is part of the rationale behind I think we have to adopt a precise perspective on potential dangers and naturally, of the immediate future."

Top Flight Apprehensions

The Premier League opposed the formation of an authority because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the chairman responded: "I'm absolutely committed to the prosperity and expansion as an commercial operation of the top division.

"As someone who appreciates the apprehension regarding damaging the Premier League as a premium product of England. But simultaneously, if you talk to the Premier League after today's meeting, they would have had a substantial amount of confidence -and, in fact, they have been advising us privately they have a high level of reassurance."

Partisan Associations

The chairman continues to confront a "comprehensive investigation" by the public appointments commissioner after he disclosed making donations to the opposition group in the past.

The 68-year-old provided financial support for Culture Secretary Lisa Nandy's leadership campaign, along with that of the government leader.

"I've been completely open about my past party membership [with Labour], and that party membership ceased the day the select committee approved my appointment," the regulator explained.

"I am no longer involved in any type of partisan engagement."
